UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a recent survey of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England reported that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and land to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and using savings to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Increases and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils this week further found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest IMD measures,” said the study.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the extent of challenges facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
